Lead Safe Housing Program

Last night I attended a meeting of our Greensboro Landlords Association. If you own rental properties, I encourage you to join and attend groups that help to protect your property interests.

A lot of very useful information was shared at the meeting. For example, did you know that if your property needs lead paint remediation, you may qualify for up to $22,000 toward the repair from the local government? This available funding here in the City of Greensboro is something I was unaware of. The program is national so, if you live in another city, be sure to find out how this Lead Safe Housing Program functions in your area.

Following are some details I learned last night:

If you own a single family home here in Greensboro, NC, you may qualify for the City of Greensboro’s Lead Safe Housing Program. This program provides funding to both homeowners and rental property owners who meet certain criteria.

If your property qualifies, this grant may pay for correction or remediation of lead based paint hazards in your property. The costs to repair or correct housing conditions that are causing or creating lead-based paint hazards are also eligible. Any rehab work not directly related to lead hazard control is not covered under the Lead-Safe Housing Program.

These are the requirements here in the city of Greensboro (for other cities, check the above government website):

  1. You must own a single-family or multi-family residential structure(s) within the Greensboro city limits.
  2. The structure must have been built before 1978 and must contain lead-based paint hazards. These hazards must be identified by a state-certified lead risk assessor after conducting a lead inspection and risk assessment.
  3. Tenants must meet certain household income requirements.
  4. If your property receives assistance under this program and becomes vacant within three years following completion of the lead remediation or abatement, you must (a) rent to families at or below 80% of the area median income and (b) give priority with these units to families with children under the age of six.
  5. Before receiving lead grant assistance, you must satisfactorily correct any additional code violations and/or anything in the property that constitutes an imminent threat to health or safety.
  6. The property must be in compliance with Section 17 of the City of Greensboro’s Local Ordinance.

Terms

  1. Each residential structure is eligible for only one Lead-Safe Housing Program grant over the life of the structure.
  2. The maximum income ceiling for qualification shall not exceed 80 percent of the median income as defined by the Department of Housing and Urban Development.
  3. Single buildings containing one to three eligible housing units are limited to a total maximum $22,000 for the entire structure. Single buildings containing four or more housing units are limited to $7,500 per housing unit.
  4. Any property under orders to repair or demolish from Local Ordinance Enforcement will not qualify until such order is resolved.
